Human Rights GOAL is an innovative law that uses the standards and tools of the universal human rights system to improve city governance. The legislation was developed by a citywide coalition of over 65 organizations -- the NYC Human Rights Initiative, www.nychri.org -- and was introduced into City Council by CM Bill Perkins in December 2004.
The law takes a preventive approach to potentially unjust city policies � many of which are unintentionally harmful � by integrating human rights standards into city operations across the board. A preventive approach is better for New Yorkers, because it means that problematic policies will be identified and changed before they cause egregious harm.
The proposed law creates a mandate�and a process�for city personnel, community advocates and city residents to work together as allies. Preventable problems�like inadequate recruitment, retention and/or promotion of African Americans, Latinos, women and others in the municipal workforce�will be tackled head-on through a collaborative approach. This multi-stakeholder approach will also ensure that all city residents have equal access to city services and resources, such as healthcare, education and housing.
