and government agencies are trying new
approaches to problems that contribute to
poverty, including unemployment, underemployment
and low wage jobs. Many of these model projects are
highly creative and promising, but they are scattered
and seldom evaluated. It has thus been impossible for
other organizations or the Federal government to
learn from these models in order to adapt and use
them elsewhere.
