RAY YBARRA, Ira Glasser Racial Justice Fellow with the American Civil Liberties Union (ACLU), has organized hundreds of volunteers to become “legal observers”—keeping a watchful eye on vigilante groups who hunt for undocumented immigrants along the U.S.-Mexico borders.
